Mr. Sadiq Khan: I congratulate the hon. Gentleman on securing the debate, which has a direct impact on many of the parliamentarians who are present and on their constituents. He mentions the Polish workers on a building site. Does he agree that there is a distinction to be made between people who come to this country and need to learn the language, for whom there is nobody to provide the funding for that, and a worker whose employer should be subsidising, if not paying for, that person to learn English? The hon. Gentleman mentioned refugees. I draw attention to the females who may have been in the country for many years but still cannot speak the language.
